well, we all know that Romney did exactly that and spent a fortune, but generally I think the IOC should pay for the Olympics. Countries who want to participate would need to pay money into a pot and that would determine the size of their teams. Also I would suggest that the countries who want the games, should volunteer and then there should be a draw after evaluating their propositions. They should provide the sites and in return receive some rent to lend them to the IOC and they need to provide infrastructure and security. But the organization should be headed by the IOC. That way they can impose rules on working conditions, quality standards etc. and take away the games, should their standards not be met. One or two of the already existing sites should be kept as a low cost back up plan, in case the games need to be moved. And candidates would have to agree to keep the sports sites up to date when they apply as candidates in order to allow for a swift and uncomplicated move if necessary, plus thus avoid that they rot and become eyesores like Sarajewo... (though they do have a war as an excuse, whereas others haven't)

Something needs to be done.
